From Goals on Paper to Goals in Motion
There is a moment in almost every improvement effort when a strategy has to become work.
A district may have a clear instructional priority. Leaders may agree on the outcome they want. A strong plan may describe the right measures and the right sequence of actions. But eventually, someone has to know what to do on Monday or Tuesday, what needs to be accomplished by next Friday, and how that work connects to something larger. Someone has to own the next step. Someone has to notice when the work is drifting from the plan, when evidence suggests a change is needed, or when progress is happening faster than expected.
That translation from strategic intent to coordinated action is where improvement efforts often become difficult.
A recent Brookings analysis describes a similar challenge as the distance between aspiration and architecture: education systems continue to raise expectations for schools and educators while the structures surrounding their work do not always evolve to support those expectations. The implication is important. At UnTapped Genius, we have become increasingly interested in that infrastructure. How do you create enough structure that people remain aligned without turning implementation into compliance? How do you keep long-term outcomes visible while giving teams shorter feedback loops? How do you make progress transparent enough that leaders and practitioners are learning from the same evidence?
Those questions shaped both the way we use Objectives and Key Results, or OKRs, and the way we built Genius OS.
Building a Line of Sight
We use an OKR structure to organize improvement work. The objective names an important outcome we are pursuing. Key results, which we call Genius Goals, define what meaningful progress toward that objective should look like. Quarterly milestones establish shorter-term indicators of progress, and action steps identify the work people are actually responsible for completing.
The result is a line of sight:
Objective → Genius Goal → Milestone → Action Step → Evidence
The value is not primarily in the vocabulary of OKRs. It is in the discipline the structure creates.
A priority such as strengthen Tier 1 instruction becomes much more actionable when a team can answer:
What specifically are we trying to change? How will we know whether it is changing? What should be true by the end of this quarter? What are we doing next? Who owns that work? What evidence will tell us whether it is working?
This is where our use of OKRs intersects with a broader body of educational improvement research.
The Carnegie Foundation's recently updated Six Improvement Principles argues that improvement begins by identifying the specific problem a team is trying to solve, understanding the system producing current outcomes, measuring both processes and outcomes, and engaging in disciplined cycles of learning. One of its central propositions is particularly relevant to goal management: we cannot improve at scale what we cannot measure. Measurement, in this conception, is not an accountability exercise at the end of the work. Carnegie's recent work with K–12 executive leaders goes a step further. Its Transforming Educational Systems Toward Continuous Improvement reflection guide examines how leaders create organizations capable of producing better results through improvement science. The emphasis is not simply on adopting an improvement tool. That distinction matters to us. An OKR is not the improvement. It is infrastructure for the improvement.
From Performance Management to Capacity Building
This thinking is especially relevant in Texas as the Texas Education Agency expands its emphasis on sustained implementation and capacity building.
Leadership and Instructional Foundations for Texas, or LIFT, brings together elements of Strong Foundations, Texas Instructional Leadership, and Texas Lesson Study into a multi-year approach to instructional improvement. The model deliberately connects systems planning and diagnostics, instructional leadership, observation and feedback cycles, collaborative learning, and performance management routines rather than treating each as a separate initiative.
That combination is significant.
The goal is not simply to determine what a district should do. It is to strengthen the district's capacity to implement, monitor, learn, adjust, and eventually sustain the work itself.
That is also consistent with emerging research on educational leadership. In its May 2026 report The Principal Effect, the Learning Policy Institute synthesizes research showing how consequential school leadership is to instructional quality, teacher retention, school climate, and student outcomes. For us, that makes performance management fundamentally different from compliance.
A compliance system asks whether something was done.
A capacity-building system asks whether the organization can see its priorities, coordinate its work, examine what is happening, and decide what to do next.
Why We Built Genius OS
An OKR process can still fall apart if the objective lives in one document, the action plan in another, the evidence in a shared drive, the latest update in someone's email, and the actual work primarily in people's heads.
That fragmentation creates a practical problem: everyone may be working hard without everyone working from the same picture.
We built Genius OS to create that shared picture.
Within the system, a district objective connects directly to its Genius Goals, milestones, action steps, ownership, and evidence. Those relationships are intentional in the underlying architecture as well as in the interface.
A district leader can begin with the larger objective and look down into the work underway beneath it. A consultant can begin with an action step and see exactly which milestone, Genius Goal, and district objective it advances. Evidence can remain connected to the work that produced it rather than being reconstructed months later for a presentation or review.
Most importantly, progress becomes something the team can see together.
This is not about giving leaders another dashboard to watch. It is about reducing the distance between the people doing the work and the information needed to improve it.
The Goal Is Learning, Not Green Boxes
There is an obvious risk in any system that makes progress visible: people can begin managing the indicators instead of managing the improvement.
If the goal becomes keeping every milestone green and every action step complete, we have created a more sophisticated compliance system, not a learning organization.
Improvement science offers a useful corrective. Carnegie's framework assumes that some changes will not produce the expected result. What matters is whether the organization detects that quickly enough to learn from it and adjust.
That means the most important question in Genius OS is not:
Did we complete the action step?
It is:
Did completing this work move us closer to the result we intended?
And, when the answer is no:
What are we learning, and what should we do next?
That is where we believe OKRs, thoughtful performance management, and capacity building intersect.
The objective is not better tracking.
It is an organization in which priorities remain visible, people understand how today's work connects to longer-term outcomes, evidence informs decisions, and teams become increasingly capable of improving their own systems.
That is a much more ambitious goal than getting to 100% complete.
